We don't use /usr/lib/apache2/build/envvars, remove the check for it from the init script as the environment is overwritten anyways.

Minor configuration changes to resync with upstream:

 * Docs are now at http://httpd.apache.org/docs/2.0/ instead
     of at http://httpd.apache.org/docs-2.0/
 * Use FilesMatch instead of Files ~ to avoid confusion
 * Remove AddDefaultCharset from the default configuration because
     setting a site-wide default does more harm than good.
	 This also fixes bug 107299.
 * Added more BrowserMatch items to deal with bad clients

Added IfDefines around the default virtual host and default SSL virtual host. Fixes bug 100624. Note that this breaks backwards compatibility with previous revisions, users will need to add DEFAULT_VHOST and SSL_DEFAULT_VHOST to APACHE2_OPTS in /etc/conf.d/apache2 after running etc-update

Add keeping environment variables to startup - fixes bug 92891. Make references to configuration files absolute paths to avoid user confusion -- fixes bug 91745 and bug 94168. Correct listing of default MPM -- fixes bug 92024. Split the default virtual-host into it's own file in vhosts.d -- resolves bug 84133.
