There are two licenses, one for the C library software, and one for
the database.

SOFTWARE LICENSE (C library)

The GeoIP C Library is licensed under the LGPL.  For details see
the COPYING file.

OPEN DATA LICENSE (GeoLite Country and GeoLite City databases)
