users shouldn't try running ebuild foo digest anyway. digests haven't been used in a year, ever since the tree was converted to manifest2. the correct command is ebuild foo manifest, so fixed in the example of what not to do.
updated portage stuff
Change digest verification error message to match the real one as reported by current Portage
digests are superseded by manifests
package.use is not always just a file; it can also be a directory. see my recent commits and bug fixes on this for similar changes.
English, no content change
Warn about setting doc USE flag globally (it's known to bring circular dependencies) and recommend doing it per package. Thanks to a random discussion on #-dev
further clarification that package.use can be a single file or a whole directory, bug 196594
removed all references to ati-gatos from the docs, as per drac's treecleaners last rites email. the gatos code has been merged into xorg's codebase. for the portage handbook p.mask example, replaced ati-gatos with a package that will actually stay in the tree. yay for unreal tournament\!

updated package.use and newer alsa example, bug 170176
